Company History:
Matrix Medical
Network was formed in 2001 to manage high-risk members in the
nursing home, skilled nursing facility, and home settings. Over the
years the company has grown to 15 states of operation and has
contracts with over 20 health plans. Our physicians and nurse
practitioners service over 500 nursing homes and skilled nursing
facilities throughout the country. We base our success of the quality
of our people and the high level of service that we provide to our
clients.

Michael Quilty,
MBA, CEO
Michael Quilty, CEO, founded Matrix Medical Network to support
health plans in managing high-risk members. As a veteran of the
disease management industry, Mr. Quilty recognized the limitations
of telephonic interventions in changing patient behavior and driving
outcomes. Unlike traditional disease management companies, Matrix
uses a physician-centered model of care that provides intensive
primary care services for members, both in the home and skilled
nursing facility setting.
Since 2001, Matrix
has grown to serve over 20 health plans in 15 states and has managed
over 100,000 high-risk members. Matrix’s clients include Medicare
Advantage plans (including dual-eligible and chronic institutional
Special Needs plans), Medicaid and commercial health plans. Matrix
also participated in the Medicare Health Support CMS Demonstration
Project as a subcontractor.
Prior to founding
Matrix, Mr. Quilty served as Vice President of Business Development
at Integrated Healthcare Networks and as Director of Business
Development at Pfizer Health Solutions. Prior to entering civilian
life he served in the U.S. Navy as a Lieutenant on the USS GATO (SSN
615), a nuclear-powered fast-attack submarine. During his tour on
the GATO, he was twice awarded the Navy Achievement Medal.
Mr. Quilty
graduated with distinction from the United States Naval Academy in
Annapolis, MD with a Bachelor of Science degree in Systems
Engineering. He earned a Masters in Business Administration from
Harvard Business School.
Mr. Quilty is a
founding member of the Board of Directors of the Disease Management
Association of America (DMAA).

Steven Scott,
President & Chief Operating Officer
Steven Scott brings fifteen years of healthcare leadership
experience to Matrix Medical Network. He has led one of the nation’s
largest hospitalist and sub-acute practices; regionally-operated
sub-acute, rehabilitation and skilled nursing facilities; and living
and retirement communities.
Prior to joining
Matrix, Mr. Scott was the Senior Vice President of Business
Development for Excelsis Healthcare, the parent company of American
Physicians, Inc. and, before being deployed by the U.S. Navy to
active duty in Iraq, served as the organization’s Chief Executive
Officer. Earlier in his career, Mr. Scott was the Southwest Regional
Director of Operations for Emeritus Assisted Living, where he
developed, operated and managed assisted living communities.
Mr. Scott served
the U.S. Navy as a Naval Intelligence Officer. In addition to his
six years of active duty, he served an additional sixteen years in
the Navy Reserve, retiring with the rank of Commander.
Mr. Scott earned
his bachelor’s degree at the University of Illinois, where he
completed the Naval ROTC program.

Marcia Naveh,
MD, FACP, CMD, Chief Medical Officer
Marcia Naveh is the Chief Medical Officer of Matrix Medical
Network, a position she has held since the company’s inception.
During Dr. Naveh’s tenure at Matrix, she has grown the company from
a one-physician practice to its current multi-state practices of
more than 100 physicians, nurse practitioners, and physician
assistants providing care to seniors in nursing facilities, assisted
living facilities, and private homes.
Before founding
Matrix, Dr. Naveh practiced internal medicine for more than twenty
years, focusing on hospital and office-based practice, medical
administration, and clinical teaching. For seventeen years, she was
involved in all aspects of an integrated multi-specialty practice
affiliated with St. Luke’s-Roosevelt Health Center, a major teaching
hospital of Columbia University College of Physicians and Surgeons.
While affiliated with the practice, she served as medical director
of two large centers; in this capacity, she oversaw care for more
than 50,000 patients and managed the work of over 100 physicians. In
addition, Dr. Naveh is an expert in risk management, serving on the
Board of Directors of a medical malpractice carrier and providing
expert opinions in medical malpractice cases.
A graduate of the
Albert Einstein College of Medicine, Dr. Naveh earned her Bachelor
of Science (cum laude) and Master of Science degrees from Newcomb
College of Tulane University.
Dr. Naveh is a
Fellow of the American College of Physicians and a Certified Medical
Director. Concurrent with her position at Matrix, she retains her
longstanding affiliation with Columbia University’s College of
Physicians and Surgeons, serving as Assistant Professor of Clinical
Medicine and as a senior attending physician at St. Luke’s-Roosevelt
Hospital Center in New York City. She is also a member of the
Advisory Board of the Tulane University School of Science and
Engineering.

Joseph Maturo,
MBA, CPA, Chief Financial Officer
As Chief Financial Officer of Matrix Medical Network, Mr. Maturo
brings more than 30 years of experience in accounting, finance,
operating management and investment banking.
Immediately prior
to joining Matrix, Mr. Maturo served as a Managing Director of
Iridium Partners, an investment banking firm serving middle-market
businesses in merger and acquisition and financing activities.
Before joining Iridium, he co-founded and served as President of
Allegiance Health Services, LLC, a provider of medical consulting
services to national automotive and workers' compensation insurance
companies. Earlier, Mr. Maturo served as COO with an apparel
manufacturer, as an investment banker with Merrill Lynch, and began
his career as an auditor with Ernst & Young.
Mr. Maturo holds a
Bachelor of Science degree in Accounting from Boston College and an
MBA in Finance from New York University. He is a Certified Public
Accountant and a member of both the American Society of Certified
Public Accountants and the New Jersey Society of Certified Public
Accountants.

Tom Brodmerkel,
EVP and Chief Marketing Officer
As EVP and Chief Marketing Officer of Matrix Medical Network,
Tom Brodmerkel brings over twenty-five years of marketing, sales,
and operations experience, with more than fifteen years as a
healthcare executive.
Prior to joining
Matrix, Mr. Brodmerkel was President, Medicare Programs, a +$2
billion division of Coventry Health Care. Before Coventry, he served
at United Health Group for nine years. At United Health Care, his
last position was as President of United Health Advisors and SVP of
Ovations, where he oversaw sales and marketing for healthcare
products focused on people aged 50 and over. Prior to that, he was
COO of UnitedHealthcare’s Medicare Programs. He has also served as a
senior executive in start-up healthcare companies including Definity
Health and American Telecare. Earlier in his career, Mr. Brodmerkel
held sales management positions with Principal Financial Group (ONA)
and Mutual of New York (MONY).
A graduate of the
United States Naval Academy in Annapolis, MD, Mr. Brodmerkel served
in both active and reserve duty in the U.S. Navy. A member of the
advisory boards of Warm Health and Connextions Health, he has been
honored by the state legislatures of Arkansas and Kentucky for his
contributions to healthcare reform and has served as a guest
lecturer for the National Association of Health Underwriters.

Brian Esterly, MBA, Senior Vice President, Client Services
Brian Esterly is a healthcare executive who brings nearly 20
years of broadly-based experience to Matrix Medical Network,
including expertise in pharmacy management, geriatric care
management, and disease management.
Prior to joining
Matrix, Mr. Esterly was SVP, Corporate Development for Excellerx,
Inc., a $220 million national pharmacy, growing the company’s
revenue both before and after its acquisition by Omnicare. Earlier
in his career, he was the founding president of Pharmastar, a
medical educational services firm, and was with Accenture’s Health
and Life Sciences Practice for seven years, providing strategic
consulting to companies in the U.S., Australia, and South Africa.
For six years, Mr.
Esterly served in the U.S. Marine Corps as an artillery team leader,
completing tours of duty in Kuwait and Saudi Arabia.
Mr. Esterly earned
his Bachelor of Science in Business Administration with honors from
Villanova University and holds an MBA in Entrepreneurship from the
Wharton School of the University of Pennsylvania.

Angela DeRosa,
DO, MBA, CPE, Vice President of Medical Affairs
Dr. DeRosa is responsible for Matrix’s quality improvement
medical initiatives, medical oversight and quality assurance of the
health risk assessment program, company-wide compliance programs,
physician supervision, and strategic planning and oversight.
Prior to joining
Matrix, Dr. DeRosa served with American Physicians, Inc. as
Sub-Acute Medical Director. In this role, Dr. DeRosa led the nursing
home division, including 20 physicians in 70 facilities. She also
served as West Coast Senior Medical Director with Procter and Gamble
Pharmaceutical, where she was responsible for clinical monitoring,
research and development, and bringing products to market. Earlier
in her career, Dr. DeRosa was Director of Women’s Health Services
and Education for the newly-created Department of Women’s Health at
Lutheran General Hospital in Chicago.
A graduate of
Chicago College of Osteopathic Medicine, Dr. DeRosa earned an MBA in
Medical Management at the University of Massachusetts School of
Management. She also earned board certification as a Certified
Physician Executive (CPE) from the American College of Physician
Executives. Concurrent with her position at Matrix, Dr. DeRosa is an
assistant professor at the A.T. Still University School of
Osteopathic Medicine and an adjunct faculty member at the Midwestern
School of Osteopathic Medicine.

Linda Cioffi,
RN, MS, Vice President of Care Management
Linda Cioffi brings more than ten years of healthcare leadership
experience to Matrix Medical Network.
Before joining
Matrix, Ms. Cioffi built the Care Management Department at
Touchstone Health, a New York City-based Medicare HMO, and was
responsible for reengineering and directing the emergency
departments at New York Westchester Square Medical Center in New
York City, and at Greenwich Hospital in Greenwich, CT. Under her
direction, Greenwich Hospital earned Trauma Center designation, and
both departments received multiple JCAHO survey accommodations. As
part of the management team for both institutions, she was
instrumental in enhancing productivity and customer satisfaction
across departments. Ms. Cioffi also has developed and implemented
programs for medication stress testing and fast tracking in the
urgent care setting.
A registered nurse,
Ms. Cioffi earned her Master of Science degree in Healthcare
Administration from Iona College. She is a certified instructor for
ACLS and PALS courses, and was recognized for her innovative
approaches to population-based disease management in the January
2002 issue of Disease Management Advisor.

Thomas
Blatchford, RN, MBA, Vice President of Operations
Thomas Blatchford serves as Vice President of Operations at
Matrix Medical Network. He brings more than thirty years of
experience in the nursing home sector. Mr. Blatchford has served in
roles ranging from site administrator to VP of Operations,
practicing in 32 states with chains including up to 200+ properties.
Mr. Blatchford is an expert in turning around distressed properties
by leveraging his clinical and financial skills and extensive
experience.
Mr. Blatchford
holds a Bachelor of General Studies degree from the University of
Iowa, a Bachelor of Science in Nursing degree from Creighton
University, and a Masters in Business Administration from Avila
University. He has been active in the American Health Care
Association’s quality initiatives, and serves on numerous
not-for-profit boards and committees in support of the long-term
care (LTC) industry.

Scott Filiault,
Vice President of Sales
As Vice President of Sales, Scott Filiault draws on his national
experience within the payor and provider markets including account
management and development and implementation of multi-state
marketing campaigns.
Prior to joining
Matrix Medical Network, Mr. Filiault served as National Director of
Sales at QMed, working with both commercial and Medicare Advantage
plans. He also worked with CareAdvantage, where he was responsible
for improving health plan performance and profitability through
effective, state-of-the-art care management programs, consulting
services and data-driven strategies. He helped develop and deliver
the marketing strategy of RP Navigator, an ASP solution for
predictive modeling and the identification and stratification of
members for case and disease management. In addition, Mr. Filiault
planned and implemented the Managed Care Training Program for the
New York City Managed Medicaid initiative.
Mr. Filiault also
has international experience that includes working with Israel-based
NeuroTrax, where he helped develop and market software programs that
measure cognitive function for neurological conditions such as
Alzheimer's and Parkinson's diseases, MS, and schizophrenia.

Vicky Rinehart,
VP of Network Management
As Vice President of Network Management, Vicky Rinehart
oversees all physician and practitioner recruitment efforts. In
addition, she executes and develops marketing programs that deliver
Matrix’s core philosophy of quality, service and teamwork. Ms.
Rinehart has over 18 years of experience in healthcare sales and
marketing.
Before joining
Matrix, Ms. Rinehart was the Director of Physician Services for
American Physicians, Inc., Arizona’s largest private hospitalist and
sub-acute care group. Earlier in her career, she was the Regional
Director of Sales and Marketing for Emeritus Assisted Living, one of
the nation’s largest networks of senior housing, where she oversaw
the sales and marketing teams in Arizona, Nevada, and California.

Alan Ulrich,
Vice President, Business Services
As Vice President, Business Services, he is responsible for the
revenue cycle at Matrix, including billing for physician services
and managed care assessments.
For more than 25
years, Mr. Ulrich has provided financial and administrative
leadership to regional acute care and ambulatory healthcare
providers. His experience includes directing financial affairs for
Thomas David Medical Centers, an Arizona-based practice with 140
physicians and 100,000 managed care members. At Affinity Medical
Group, a Wisconsin-based practice with 150 physicians, Alan
coordinated business development of comprehensive ambulatory medical
centers and served as director at a privately-owned HMO. He has also
served as Chief Financial Officer at Wahiawa General Hospital
(Hawaii) and Navajo Health Foundation (Arizona).
Earlier in his
career, Mr. Ulrich was with Beatrice Foods Company, then a leading
global food conglomerate, where he led financial and operational
audits of world-wide subsidiaries and provided specialized financial
management expertise in the U.S. and Europe.
Mr. Ulrich earned
an MBA from the University of St. Thomas in St. Paul, MN and a
bachelor’s degree in accounting from Luther College in Iowa.

Ed Cotter, JD, LLM,
General Counsel & Chief Compliance Officer
Ed Cotter
joined Matrix Medical Network in February, 2010. Ed brings over two
decades of health care experience to his current role as General
Counsel & Chief Compliance Officer.
Ed was the Vice
President, Compliance & Government Relations, Health Net, Inc from
September 1999 to February 2009. While at Health Net, Ed designed
and implemented Health Net’s first Medicare compliance program. Ed
also provided leadership in the expansion of Health Net’s Medicare
business as a member of their newly formed Senior Products Division
executive management team that grew the Division’s annual revenue
from $1.4 to over $4.0 billion over 5 years. During this time
membership grew to over 700K members.
Before coming to
Health Net, Ed was a member of Kaiser Permanente’s corporate legal
department for six years providing enterprise-wide legal services on
all aspects of health care regulation, spending about half his time
on Medicare regulation and compliance.
Ed is a retired
Navy JAG Commander and has been a member in good standing of the
California Bar since1980. His 20 year career in the United States
Navy was varied. He started in Naval Aviation and then became a Navy
Lawyer. He served as department head of the legal and security
departments on the aircraft carrier, USS Carl Vinson. After
completing an advanced legal degree in health care law, Ed served
three years as the general counsel at Oakland Naval Hospital, a
700-bed teaching hospital in Oakland, California.
Ed graduated with
distinction from the U.S. Naval Academy; with highest honors from
the University of California, Hastings College of Law (JD) where he
served as an editor of the Law Journal; and with highest honors from
the George Washington University Law School (LLM).
